The Florida Senate on Friday overwhelmingly passed a measure that could lead to more underground power lines, as backers point to massive outages in recent years after hurricanes hit the state. The bill, approved 37-2, would create a new process for utilities to pass along costs to customers for storm-protection projects such as installing underground power lines.
The utility said in the filing that more than 200 of its largest energy users have committed to participate in the program, which would be open to residential, business and government customers.

FPL's approach differs from Duke Energy Florida and Tampa Electric Co., which last week filed plans with the Public Service Commission to recoup a combined total of about $600 million from customers. The money would cover costs related to Irma and the replenishment of storm reserves.
