Bean's Bill to Counter Foreign Influence in Schools Picks Up Steam with Cruz's Senate Introduction

Representative Aaron Bean's (R-FL) TRACE Act has gained traction in Congress after Senator Ted Cruz (R-TX) introduced a companion version of the bill in the Senate. The TRACE Act, short for the Transparency in Reporting of Adversarial Contributions to Education Act, requires K-12 schools to notify parents of how and where foreign funding affects their child's educational curriculum.

Additionally, the bill empowers parents by further requiring schools to disclose if any staff are compensated by other countries or "foreign entities of concern."

Rep. Bean originally introduced the bill in June 2024 and brought it back in February 2025.

With the bill gaining a sponsor in the Senate, Rep. Bean said, "As Florida families send their children back to school, they deserve confidence that the classrooms are free from foreign interference."

"The TRACE Act ensures parents have the right to know how foreign influence may be affecting their child's education and takes real steps to stop adversarial nations from targeting our youth," the Florida Congressman continued, adding, "I'm proud to have Senator Cruz leading this effort in the Senate and thank him for joining me in the fight to protect the integrity of American education."

Similarly, Sen. Cruz said, "The Chinese Communist Party spends vast resources to control what Americans see, hear, and ultimately think."

"Our foreign adversaries are actively targeting American educational institutions, and the TRACE Act will help protect our classrooms from foreign influence by providing parents with the transparency they deserve. I urge my colleagues to pass this legislation without delay," Sen. Cruz concluded.

Education reform has been a priority of the second Trump Administration, with the Supreme Court ruling in mid-July that the Administration had the right to downsize the Department of Education (DOE) with the eventual goal of termination.

"Today marks a victory for education," said Education Secretary Linda McMahon, "we're one step closer to returning education to the states."
