Bean Introduces Bill Stiffening Penalties for Harming Police Animals

Representative Aaron Bean (R-FL) is introducing a bill that increases the penalties for harming police animals, such as dogs and horses.

Rep. Bean's LEO K9 Protection Act additionally extends federal protections to all police dogs and horses at the state, county, and local level that are assisting a federal agency and provides exemptions to emergency veterinarian technicians, directing the Department of Transportation (USDOT) to allow emergency medical service (EMS) providers to carry wounded police dogs.

The legislation is named after Leo, a Marion County K9 who was tragically shot and killed by a suspect who opened fire on police responding to a domestic call in February 2024.

"Our police dogs and horses serve on the front lines, protecting officers and communities alike," said Rep. Bean in his press release, adding, "They deserve real protection, not just praise—and the "LEO K9 Protection Act" will deliver tougher penalties against those who harm these heroic animals in the line of duty."

After all, the Florida Congressman noted that Immigration and Customs Enforcement (ICE) has seen a massive increase in attacks on personnel, including two ambush-style shootings in Alvarado and McAllen, Texas.

The latter shooting prompted Bean's colleague, Representative Vern Buchanan (R-FL), to push for the passage of his Thin Blue Line Act, which was originally introduced in January.

Rep. Buchanan's Thin Blue Line Act makes the murder or attempted murder of a police officer or other first responders an "aggravating" factor in death penalty determinations. Additionally, the Thin Blue Line Act would apply when the officer or responder is killed on duty, because of what they did on duty, or because they are a public official, applying to the state, local, and federal levels.

"Law enforcement officers are being ambushed outside ICE and Border Patrol sites. These are not random acts — they're targeted attacks," Rep. Buchanan said in a post to X (formerly Twitter), adding, "Congress must pass my Thin Blue Line Act to ensure anyone who tries to kill a cop faces the full weight of the law."
