WASHINGTON, D.C. – Florida Senator Rick Scott (R) continues his campaign against China, focusing on preventing the country from accessing and utilizing assets and incentives based in the U.S.
Sens. Scott, Jim Banks (R-IN), and Pete Ricketts (R-NE) introduced the No Official Giveaways Of Taxpayers’ Income to Oppressive Nations (NO GOTION) Act.
This bill aims to prohibit companies affiliated with the Chinese Communist Party (CCP) from qualifying for green energy production tax credits put in place by the Biden-era Inflation Reduction Act.
Scott argued that the U.S. should forbid adversaries from accessing taxpayer dollars through incentives meant to help American businesses prosper.
Sen. Banks stated, “American taxpayers should not be forced to subsidize 'green' tax credits for our adversaries. Why would we allow the hard-earned tax dollars of U.S. workers to be wasted lining the pockets of anti-American companies? That sort of racket is the definition of America Last. I’m proud to be an original cosponsor of this bill.”
The NO GOTION Act has already garnered bipartisan support within the House of Representatives as U.S. Reps. Darin LaHood (R-IL) and Jared Golden (D-ME) champion the bill in voting.
“The Chinese Communist Party is working to replace the United States every day and as we continue to find ways to better protect U.S. businesses and workers from that effort, the least we can do in the short term is ensure we aren’t allowing CCP-affiliated competitors to benefit from our federal tax incentives,” said LaHood. “The NO GOTION Act will ensure that companies with ties to the Chinese Communist Party, Russia, Iran, and North Korea cannot, in any way, benefit from the energy incentives in our tax code.”
This new bill introduced by Scott is a continuation of the Florida Senator’s campaign of severing the CCP’s access to U.S.-based property, assets, and incentives.
In June 2025, Scott introduced the Prying into Chinese Tyrants’ Unreported Riches, Earnings, and Secrets (PICTURES) Act, designed to expose the hidden assets of CCP officials, concealed overseas and/or funneled through financial proxies.
