Byron Donalds Introduces Bill to Ensure Taxpayers Don't Suffer Data Center Investment Costs

Representative Byron Donalds (R-FL) is introducing a bill ensuring that American taxpayers do not bear the brunt of investment costs in artificial intelligence (AI) data centers.

What the Bill Does

Rep. Donalds' Protecting Ratepayers Act codifies President Donald Trump's Ratepayer Protection Pledge launched in April, a voluntary agreement between tech firms and the federal government to prevent taxpayers from footing the bill for the construction and energy consumption of new data centers.

More to the point, the Protecting Ratepayers Act clarifies that entities that build, own, or operate data centers derive all of their energy and water from alternative sources, thereby keeping ratepayers from having to deal with price hikes for energy and water that data centers consume.

Rep. Donalds' press release suggests that data centers will account for 9% of American electricity demand by 2030, but simultaneously, the United States cannot afford to let China or other foreign industries dominate the field of AI innovation.

What Donalds is Saying

"The next wave of technology and innovation shouldn't come at the expense of hardworking Americans," the Florida congressman said in his press release, adding, "Our outdated energy grid is already in desperate need of modernization and is not prepared to take on the power demands of data centers without impacting the wallets of our citizens."

He continued, "That is why I'm proud to introduce the Protecting Ratepayers Act, which requires all new and existing data centers to generate and use their own power and water. This common-sense approach will ease the burden on individuals and households everywhere without stifling our economic growth."

The Data Center Debate

Data centers have been a contentious topic in recent months, with Florida Republicans in the State Legislature supporting legislation to restrict their construction in February, putting them seemingly at odds with the Trump Administration.

In May, Governor Ron DeSantis (R-FL) signed SB 484, legislation that is effectively a statewide version of the Ratepayer Protection Pledge, with additional environmental protection amendments.

At the end of June, Donalds released an ad concerning data centers in his bid for Florida Governor.
