Trump Expected To Nominate David Cummins as TSA Administrator

According to CBS News, Cummins currently serves as senior vice president of citizen services at British multinational company Serco.

President Donald Trump is expected to nominate David Cummins as the Transportation Security Administration’s (TSA) acting administrator, replacing current lead Ha Nguyen McNeill.

According to CBS News, Cummins currently serves as senior vice president of citizen services at British multinational company Serco.

Serco is a government services contractor focused on “serving governments globally” by providing “justice, migration, defence, space, customer services, health, and transport” services, according to the company’s website.

A source familiar with the matter informed CBS News that McNeill will remain involved throughout the transitory period.

Cummins has also held several leadership positions in transportation and operations, serving as Director of Operations during the 2002 Salt Lake City Winter Olympics, as mentioned on his LinkedIn profile.

The nomination would place Cummins in charge of TSA during a strenuous period, amid a nearly 70-day Department of Homeland Security (DHS) shutdown – the longest partial government shutdown in history.

Since the shutdown, more than 780 agents have resigned, and DHS officials worry it will continue to grow. According to CBS News, the previous government shutdown in 2025 led to almost 1,100 agents departing the agency.

The last Senate-led TSA lead confirmation took place in 2022. Former DHS Secretary and U.S. Coast Guard Admiral David Pekoske was selected to serve a consecutive five-year term in 2022. Pekoske was removed from office in Jan. 2025.

Prior to taking over Pekoske’s role, McNeill previously held senior roles within TSA and throughout the national security community.

In a recent congressional testimony, McNeill addressed the effects of the partial shutdown on TSA. McNeill drew concern over personnel as retention and recruitment dwindle, amid the agency’s preparation for major international events like the 2026 FIFA World Cup.
