The U.S. Department of State’s Office of the Spokesperson released a joint statement this week on the U.S.-France Deterrence, Strategic Stability, and Non-proliferation Dialogue, which took place on Mar. 9, 2026, in Paris, France.
The media note published on the State Department’s website confirmed that “Under Secretary of State for Arms Control and International Security Thomas G. DiNanno co-chaired for the United States, and Director for Strategic Affairs, Security, and Disarmament at the French Ministry for Europe and Foreign Affairs Claire Raulin co-chaired for France.”
According to the statement, participants from both delegations’ foreign affairs, defense, and energy agencies were also in attendance.
“The two delegations held extensive talks on all nuclear related issues,” the media note added. “Both delegations discussed the current strategic environment and its challenges.”
Following the talks, the U.S. and France agreed to establish an annual bilateral convention, additionally establishing a working group to promote the nations’ “strengthened cooperation” and to “prepare annual talks.”
In late February, the United States also held its 19th meeting of the Joint Standing Committee of the United States and Argentina on Nuclear Energy Cooperation in Washington, D.C. During the talks, the U.S. and Argentina “reaffirmed their commitment to the Treaty on the Non-Proliferation of Nuclear Weapons and recognized its enduring benefits.”
