Florida Attorney General James Uthmeier announced the arrest of a Palm Beach man for organized retail theft of numerous Target stores from Orlando to Miami in a release this week.
Keith Wallis, 39, was charged with two counts of felony organized retail theft, three counts of felony dealing in stolen property, and one count of felony money laundering for the alleged thefts between July 2025 and February 2026.
“Florida has the number one economy in the nation because of our commitment to law and order,” Uthmeier said. “Organized retail theft drives up prices for consumers, and that is not a result we are going to tolerate. These schemes will be met with the maximum punishment allowed under the law.”
According to the attorney general, Wallis would allegedly select multiple large boxes of trading cards and an equal number of 99-cent taco seasoning packets in each theft. He would then show up at the self-checkout line and pay only for the seasoning packets, but not the trading cards.
Target lost 10,000 dollars from the scheme, according to the attorney general. Wallis, on the other hand, allegedly made $40,000 in revenue from selling the stolen merchandise on eBay.
Investors also believe Wallis targeted Walmart and Publix stores for additional thefts.
Palm Beach County Sheriff’s Office and the Office of Statewide Prosecution, with assistance from Martin County Sheriff’s Office and Broward County Sheriff’s Office, led the investigation.
“This arrest sends a clear message that organized retail theft, no matter how coordinated or far-reaching, will be aggressively investigated and prosecuted,” Palm Beach County Sheriff Ric Bradshaw said. “Those who profit from stealing in our communities will be held accountable.”
Wallis faces up to 90 years in prison if found guilty on all the charges.
Assistant Statewide Prosecutors Chris Olowin and Monique Wilson will handle the case moving forward.
Uthmeier has announced several arrests for organized retail theft just in the past few months, including one for stolen cargo across several Florida counties and another involving beauty products across the state.
