The Republican Liberty Caucus (RLC) released findings from its 2026 Liberty Index this week, which evaluates Congressional Republicans' advancement of individual liberty, limited government, free markets, fiscal responsibility, and "America First" policies based on their votes in 2025.
Specifically, the Liberty Index evaluates 20 votes in Congress aligned with the RLC's values, with a maximum score of 100. A perfect score is awarded to representatives voting with the RLC 100% of the time.
Bonus points are also awarded to representatives cosponsoring certain bills that never received a floor vote. The RLC noted Republicans notched a few wins by passing H.J. Res. 20, H.J. Res. 35, and H.J. Res. 87, but were otherwise underwhelming due to trillions in spending.
"The 2026 Liberty Index delivers a clear message: House Republicans largely abandoned fiscal conservatism when it mattered most. Scores plummeted for many who had campaigned as budget hawks," the RLC wrote.
Rep. Greg Steube received the highest score among Florida representatives with a score of 77. Reps. Randy Fine and Jimmy Patronis scored the lowest, with 36 each

"True liberty demands more than occasional victories; it requires consistent courage against the status quo, as Massie demonstrates," the RLC added. "Congressman Thomas Massie stood out as one of the few willing to vote no on reckless, wasteful appropriations. His near-perfect record cements himself as Congress’s most principled defender of liberty."
