Congresswoman Anna Paulina Luna (R-Fla.) has been a staunch supporter of banning insider trading in Congress. However, a recent report suggests she may be personally benefiting from the same actions she’s publicly challenging.
Luna's Financial Disclosure
The scrutiny stems from Rep. Luna’s 2025 financial disclosure report.
According to the document, Congresswoman Luna reported that her husband, Andrew Gambezky, held a 10% interest in Nokturnal AI, a subsidiary of Gambezky’s employer, OKSI.
OKSI is a defense-technology and artificial intelligence company.
At the end of 2025, that interest was valued at no more than $1,000. However, throughout 2026, Nokturnal AI, a private drone company, received more than $30 million in government contracts.
Congresswoman Luna's Voting Record
Rep. Luna’s voting record in Congress has come under scrutiny over whether it has helped the drone company secure those contracts.
The Pinellas County Republican’s approval of the One Big Beautiful Bill Act (OBBA) and the House version of the 2026 Department of Defense Appropriations Act are among the decisions raising concerns.
Through the OBBA and President Donald Trump’s “Unleashing American Drone Dominance” Executive Order, Nokturnal AI, then operating as OKSI Ventures, secured a $9.2 million two-phase contract.
The first phase of the contract was described as a “gauntlet award,” which possibly alludes to the Defense Department’s “the Gauntlet” competition. That competition stemmed from both the OBBA and the EO.
The Defense Department Appropriations Act also included $400 million for the Pentagon’s Accelerate the Procurement and Fielding of Innovative Technologies program (APFIT).
Through APFIT, Nokturnal AI secured a third government contract valued at $28 million to produce long-range drone missiles called “Unruly.”
Luna's Staunch Support To Stop Insider Trading
Despite her voting record, Congresswoman Luna has been an advocate for banning special interests and insider trading in Congress.
In Dec. 2025, Congresswoman Luna filed a discharge petition to force a House floor vote to prohibit the act.
During the Republican Party’s first-ever Midterm convention, she also called on Congress to ban the practice.
.@RepLuna (R-FL) calls for a ban on insider trading: "It is our responsibility to restore trust in Congress...The American people elected a Republican congress to fix Washington, not to profit off it." https://t.co/a1yzj9fQpp
