President Donald Trump recently submitted a proposed nuclear energy deal with Saudi Arabia to Congress for review, according to several anonymous sources.
According to a White House official and a congressional aide, President Trump submitted the classified document to Congress on Aug. 24, 2026, as required by Section 123 of the Atomic Energy Act (AEA).
As part of the AEA, the Senate Foreign Relations Committee and House Foreign Affairs Committee have “the opportunity to review a nuclear cooperation agreement for two time periods totaling 90 days of continuous session.”
Landmark U.S.-Saudi Nuclear Agreement
The Trump administration’s submission comes just over a month after U.S. Energy Secretary Chris Wright and Saudi Minister of Energy Prince Abdulaziz bin Salman signed off on the finalized deal on July 22, 2026.
The landmark U.S.-Saudi Arabia nuclear accord opens the door for the Kingdom to develop a civilian nuclear program on the condition that it normalizes relations with Israel under the Abraham Accords – a stipulation President Trump added last minute following the agreement’s sign-off.
“The President’s position has not changed that the agreement will only move forward if Saudi Arabia joins the Abraham Accords,” a Trump administration official affirmed.
Such a requirement can prove to be a major obstacle, however, since Riyadh has asserted that relations with Israel would require that the nation establish a clear path for Palestinian statehood – an idea that Prime Minister Benjamin Netanyahu has rejected, citing it as a national security concern.
Arguments Over The Agreement
According to Trump officials, the 30-year agreement would authorize U.S. companies to play a central role in developing Riyadh’s nuclear infrastructure while prohibiting foreign competition.
Saudi Officials have claimed that developing a civilian nuclear energy industry would free up more of its oil production for increased revenues and exports.
Some lawmakers, however, are concerned about the kingdom’s capabilities to enrich their own uranium, a risk that could produce potential nuclear proliferation and competition.
