Court Reform Bill Moves to Senate Floor after House Passage

A bipartisan family court reform bill designed to enhance procedures for court-appointed psychologists and strengthen fairness and accountability in family cases is heading to the Senate floor after recently passing in the Florida House of Representatives.

Rep. David Borrero (R-Sweetwater) sponsored the bill (HB 901) in the House of Representatives. Sen. Mack Bernard (D-West Palm Beach) carried the Senate version (SB 976).

“This bill represents a real opportunity to restore fairness and faith in Florida’s family court system,” Borrero said in a press release. “The strong bipartisan support speaks volumes about how important family law reform is to families across our state.”

The final vote was 112-4.

Another advocate, Dr. Jonathan Frantz, was also key in getting the bill to the House floor. Dr. Frantz is a Southwest Florida physician and family law advocate.

"This legislation is about ensuring fairness, dignity, and better outcomes for Florida families. I am grateful to Representative Borrero, Senator Bernard, and every member of the Legislature who supported this effort. Together, we’ve made a difference that will impact lives for generations to come," said Dr. Frantz.

HB 901/SB 976 would also require that any party who wants to challenge the involvement of a court-appointed psychologist must first seek disqualification through the courts before filing an administrative complaint.

In addition, the legislation delineates procedures for handling disqualification motions and updates provisions associated with the award of costs and attorney fees in supplemental actions involving court-appointed psychologists.

According to the release, the bill would ensure a "more transparent, efficient, and equitable experience for families navigating the court system." 

“This is a moment where we can make meaningful, lasting changes that strengthen Florida families and improve our judicial system," Bernard said. "I am honored to present this bill to the Senate.”
