US Senators Rick Scott (R-FL) and Marco Rubio (R-FL), supported by over a dozen conservative representatives, have petitioned President Joe biden instruct the Federal Emergency Management Agency’s (FEMA’s) to clarify its debris removal policy.
The request comes as Florida communities ravaged by recent hurricanes struggle to fulfill federal regulations for debris removal in order to remain eligible for federal recovery aid.
To prevent further confusion, the lawmakers request President Biden and FEMA issue written guidance on debris removal regulations.
The letter justifies its request by claiming FEMA has the authority to modify recovery regulations depending on the context of the emergency.
“FEMA may waive program requirements with respect to prior approval for debris removal demolition and waste disposal,” reads the letter. “FEMA has previously issued disaster specific guidance to inform local communities on how they can remain in compliance with regulations and remain eligible for reimbursement while fully utilizing the program waivers that have been implemented.”
Thus, the lawmakers continue, FEMA should issue specific guidance for Floridians engaged in post-hurricane recovery.
Specifically, the letter requests FEMA commit to fully reimburse debris clean-up activities that took place between hurricane Helene and Milton.
Additionally, the letter requests FEMA permit post-Milton recovery efforts increased regulatory flexibility.
Floridian legislators have been entwined in FEMA controversies, especially regarding recovery aid.
Last week, lawmakers led an effort to restore $20 billion in funding to the Federal Emergency Management Agency’s (FEMA) Disaster Relief Fund (DRF) following the devastating impacts of Hurricanes Debby, Helene, and Milton.
The restoration effort comes after Department of Homeland Security (DHS) Secretary Alejandro Mayorkas recently announced that FEMA does not have the necessary funds to provide aid throughout hurricane season.
Rubio described the DRF as the “front line” for states and communities to receive the necessary resources to survive and thrive before, during, and after hurricane impacts.
